version is 4.0 build 1380 upgrade to 1384 can not launch

Hi,guys:

my terminal.exe upgrade failed, old version is 4.0 build 1380, new version 1384 can't launch.

i uninstall and re-install, it work,but when i set the proxy , it don't work again. i cut the screen below:

i think the BUG is about Socks5 Proxy server.
