Ea based on breakout of time period

Hi im looking for developer and optimiser available on west Australian time 

I need help with my tried and tested strategy.

1.buy/sell  Break of x time period(5min opening bar)plus spread (one trade per day entry stop and target)

2.stop  below/above(+spread) first 5min opening bar(bar used as entry reference) ,stop moves to even at % to target

3.target is x times bar length of first 5min bar(bar 1) ,with option to run % (portion)to a further target 

need a minimum and maximum bar size for valid entry which I want to set as its different for different markets .

4. if price breaks in opposite direction (without hitting target after triggering into trade ,false break)I want to cancel existing position and reverse targeting xtimes bar length 

no 4 is mainly for backtesting  to see if it gives better results but  parts  1,2,3,set in stone

so in the inputs I need to be able to enter the entry time on 5min timeframe ,also be able to set stop ,tp,and targets and%profit to take at x times bar length.

also want good communicator familiar with trading willing to see job through
