Техническое задание

I am looking for a financial software developer who will create a application that connects two MT4 forex broker accounts (2 MT4 instances local on the same PC) and try to do simple arbitrage trading (ie. take advantage of price lag, feed freeze etc.)  I should be able to customize inputs such as the amount of difference in the price between the 2 instances before trigger and also closing presets.
