Техническое задание

I need a candle stick identifier. I need it to alert me when the signal is generated

using the 21 SMA - (should be able to change # with indicator) 

when under the 21 SMA

The high of the current candle is higher than the high 1 bar ago and the close is lower 1 bar ago --- put an arrow 

when above the 21 SMA

the low of the current candle is lower than the high 1 bar ago and the close is higher 1 bar ago -- put an arrow 

I want a setting to where I can have it alert me before the bar closes or at close -- I should be able to change time 30 second before close 1 min 5 min etc you get the point 

IMPORTANT the high or low does NOT have to be a full pip it can be a micro by 1 micro point .. as long as it's higher or lower 1 bar ago
