Market scanner hedge trading

 I need a EA to keep scanning the market to find good correlation pair and open orders based on 2 Strategy, each strategy will be selected to EA work some each mode :

 - Once the EA find a good correlated pair it open a long trade in Based pair and short trade on Correlated pair or vice versa, and the EA close both order when accumulate some value in money of profit.

- Lets Assume I need find a good correlated currency pair to open a hedge trade with EURUSD base pair....... the EA will scanning all currency pair in some time Frame during some period of time,

and lets assume the:

AUDUSD = 80% correlated

GBPUSD = 70% correlated

XauUSD= 90% correlated

If I set to open a hedge trade when some currency pair have 90% correlated movement on specific time frame and during some time, for example 5 minutes and during 2 Hour. when the scanner find the currency pair that have on 5 minutes time frame correlated with EURUSD with 90% during the last 2 hour its a SIGNAL to wait the next peace of puzzle as signal to open order, that should be a (Support and Resistance Level, Fibonacci level, OCHL,Trend Line , this conditions also have to be the some specific time frame that have to be setup on settings, for example the scanner should scanning the 5 minuts time frame to find a hedge pair, but the indicator can be set to scanner the 1 hour time frame for example.......)- when the base pair touch some of this level and have some scanned pair with 90% it have to open a hedge order.

- Also is important another condition as a EA will identify the most volatility pair to define the primary order as a condition to me try as the most profitable direction, this is important to me try how the EA will define the primary order condition to avoid stop loss 

- the currency pair that have bigger movement have to open a opposite order, for example if in last 2 hour the XAUUSD have 50 pips up movement and  EURUSD have 45 pips so the XauUsd have to open short and EURUSD have to open long.

-PARAMETRES:

BAse pair, time in minuts of scanner, time frame of the scanner, time frame of the indicators,  

- the EA have to close on profit trading due specific value of profit between the long and short trading, (if I set $10 profit, when both order have accumulated this value in profit calculate the profit and loss, the EA have to close both orders)  

- Stop loss value also, the Ea should stop trading if have some value in loss exactly as take profit explained  

2 STRATEGY- the orders have to be oppened on two different brokers, i will need as a second option to trade to open hedge orders as a arbitrage orders on lag different quotation, but not for same currency pair but for different ones on currency pair that are high correlated currency pair....... exacly same as hedge arbitrage, but for high correlated pairs.... if have some questions about this please ask

FILTERS:

- do not open order if some currency pair have some MAX value of Spread

- Time Filter, filter order to open order during some specifics times

- News event Filter

OBS: for this project I just will accept job for experience programmers, I already have problem with new programmers and I dont want waist my time explains and having headache with newbess... 

Before I accept the job I will need understand how you define the correct level of Correlation, also the secondary condition to open orders that is the indicators based on higher time frame it will be well checked.... if someone think is a hard job dont send me propos to later do halph of job and ask for more money, I just will pay until the max value I want to pay for job and I need a good and clean code with no ERROS......
