Simple bar indicator

i need a very simple indi which can point out bars with given filters ..

1: minimum tail length..will be given in pips 

2: will check length from bar open to high and open to low and difference should not be more then x% ..say from open to high is 10 pips ans from open low length is 10 pips so difference is 0%...so it will count the differnce and show only if the difference is less then given % .

3:  bar close should not be more then x% from open to high .

 When ever a bar matches the given criteria indi will send a sound alert and make a dot at the bottom of bull bar and at the top of bear bar.  thats it
