I need an EA developed

I need an EA developed and fairly quickly, and I am hoping someone can help me out!

Put simply what the system should do 

Trade once per bar

look for buy/sell conditions if there are ONLY 3 psar dots in the trend. So if there are 4 dots, 5 dots, etc it should do nothing.

Open a buy if: PSAR < Price AND MACD Histogram > 0

Open a short if: PSAR > Price AND MACD Histogram < 0

TP level of 10 pips

Stoploss when the PSAR dot switches over to the other side (should happen immediately when the dot switches over)  

To recap. here is what I want I want the EA to do (in this order):

 -------Check to see if it is a new bar

If it is a new bar then it will check to see if there are:

·        -------- Only 3 dots and exactly 3 dots in the Psar trend.

If it passes those two tests it then should look for two things:

·         -------PSAR is < or > Price

·         -------MACD histogram is < or > 0

When it gets that information it will then either:

·         -------Open a buy trade

·         -------Open a Close trade

Next, when a trade is opened it will be opened with a take profit level of 10 pips

The Stop Loss (only other way a trade should be closed) is If the PSAR reverses to the opposite side. The PSAR for the stoploss shouldnt wait until the third dot like when it needs to open an order. It should close immediately when the new dot appears.
