Candle Direction and Candle strength Dashboard with Simple alerts

I'm looking for someone to code these 2 indicators on one dashboard so I can view all 28 pairs on one screen. Here are the conditions for the alerts:

 When the all the candles are in one direction meaning all the time frames are either buys or sells and at the same time the candle Strength is above a certain percentage for buy or sell, it give an alert to buy or sell the currency pair.  The alert will come from the chart time frame the dashboard is placed. For example if the dashboard is placed on a 15mins chart, the alert will be  like... buy EURUSD  15mins The default for the strength candle is 70% but I can input any number I want. There should be an option to use the 28 pairs as TRUE or FALSE, If false there should be slot where I can manually enter what pairs I want to use to give the alerts. Push notification and email is not necessary unless you feel the need to add them. I'm attaching the 2 indicators in ex4  until I get a coder for the job then will provide the mq4 files. Also enclose is a pic of what the dashboard will look like, but you can make yours cos  it don't matter as long as I can see all the time frames of the candle direction moving in one direction.
