Create offline Chart from external tick feed

hi 

i have in comming tick { timestame, ohlc}

i would like to create an offline chart in metatrader based on those incomming values. 

design

a. standalone desktop application which will create mt4 offline chart

    ui - dropdown list of all curreny symbol
    textbox ChartName button "Add offline"

b. flow

    user select the currency pair and time frame 1min, 2min,,,,etc

   user click add offline application will create offline chart in meta trader...

Deliverables:

sourcecode and compiles exe/ex

payment will only be done after testing.

EDIT NOTES

I prefere a windows exe coded in c++ or C# which reads ticks and create and maintain hst file for offline chart in AppData\Roaming\MetaQuotes\Terminal\xxxxxxxxx44\history

when the application is closed it should delete the hst file

but if you want to create hst file using ea it will be fine too
