Create CCI Bias Indicator for me please.

I need an indicator called CCI Bias built, which reads CCI over X amount of bars back and determines if more than 50% was above 0, or below 0. Then it will color Blue or Red in a window under chart. I should be able to adjust CCI period, and set amount of bars back that calculation is taken from, and also adjust color of up/down signals.

As an example, say I have on 1 Hour chart, set to CCI 14, and 12 bars back. This will now look at last 12 hours and calculate how many times CCI was above 0 compared to below 0, the result if more than 50% above is blue.

2nd example, I have it on a 5 minute chart. I set to CCI 10, and 24 bars back. This will now look at last 2 hours (24 x 5 minutes) and determine how much above or below 0 and add color. The indicator must only work on closed bars, so no repaint happens mid bar. Must have output indicator buffers of blue and red (above or below).
