Expert Advisor to schedule date/time table to backtest and automate test trade

I will need and expert advisor, that permit me schedule more than one trade using a table of date/hours without a limit, this must be use to automate post news position. 

i image in this way, i provider the parameters of the trade:

• a.- CROSS
• b.- Timeframe
• c.- Number pips of Stop Loss
• d.- Number pips of Take Profit
• e.- Risk Amount(%)
• f.- Pip Valute for the cross
• g.- Number of pips for Buy Stop
• h.- Number of pips for Sell Stop
• Entire Table of parameters

Procedure at time 1 (Es 01/05/2016 - 15:15 - M5)

• Wait the next candle 15:20
• Read the close value of candle 15:15)
• Calculate the Volume: [(Equity*RiskAmount)/(PipValue*StopLossPips)]
• Create 2 different pending order
• Order 1
• Type: BUY STOP
• at price: CloseValue(Step2)+NumberPipsBuyStop(Parameter g)
• Expiry: 1,5 Hours after Time1 (es: 14:45)
• SL: AtPrice-Parameter c
• TP: AtPrice+Parameter d

• Order 2
• Type: SELL STOP
• at price: CloseValue(Step2)-NumberPipsBuyStop(Parameter g)
• Expiry: 1,5 Hours after Time1 (es: 14:45
• SL: AtPrice+Parameter c
• TP: AtPrice-Parameter d 

•  If One Order enter to market, the other will be automatically remove

i must be able to read file table to use as date/time to trade, filereadstring() functions must be used..

all the code must be include and comment, for each step (mandatory request)
