Automatic MT4 account switcher

I am looking for external program which can read account login data from my MySQL table or http url and sign into that account in MetaTrader.
I need automatic loop switching between accounts. New login data will be available on every http request. 

If switching between accounts is possible only with restart of MT4 my EA would say when the plaform will be restarted (file with kill command will be generated).

Switching between accounts must work with different brokers.

Example for one 10 - 20 seconds cycle:

1. Your program (placed on VPS) will visit my url address 
2. My PHP script gives you new login data
3. Your program save this data to new start.ini file
4. Your program open an MetaTrader and with new login credentials
5. My EA will be executed 
6. My EA save the file with restart.txt command
7. Your program is watching the changes of restart.txt file and kills the MetaTrader
8. start again....
