Telegram API to MQL5 integration

I want to purchase a solution to read messages from Telegram, and I am looking for someone who can code it using only native MQL5, without using any dependencies or DLL.

The functions needs to do the following Activities: 

a. The First Function needs use login credentials and a contact or group to read from as parameters, then read the latest messages from that contact or group and return the content of only 1 of the latest messages at a time, in the same sequence as they were received in the Telegram account.

Example, each time this function is called, it will read 1 more message from the telegram account, and return it's content. In case login needs to be made, it will login. 

b. The second function will send message to a contact or a group.  it will use login credentials, a contact or group name and the message string. If the telegram account is not logged in, then it will login prior to sending the message.

I will use this function to build my own EAs that I am already building with fxdreema.
