Create EA based on a indicator

Hi, 

I need someone create an EA based on an indicator which is give only the live signals, 

Following inputs I need . 

Lot size 

TP1 - ( for example if the trade open in 1 lot then when the tp one hits close the trade partially if tp2 and tp3 enabled, If T2, and TP3 not enable then close the whole lot in TP 1 .

Stop loss 

Risk Percentage - ( Choose the risk percent based on the equity )

Lot plus - ( If last trade end up in loss then next trade open in double lot size )

Close Opposite - Close the trade when opposite signal appear.

Reenter again - ( every time open the trade whenever the signals appear. )

Dynamic Stop loss - 

Trailing stop

I only have EX4 file, Please bid if you are willing to create and a prototype first .
