Expert Advisor using Heiken Ashi indicator... Scans multiple pairs for rules

Hello,

I am looking for a MT4 coder to develop an EA for MT4. It will use the heiken ashi and scan all currency pairs for the rules. The indicator will use 2 timeframes (a high timeframe and a low timeframe.) A dashboard that accompanies the EA showing the latest signals on each pair would be a PLUS but not necessary. These will be the rules for an alert:

• For a buy

On the high timeframe...

1. The heiken ashi candle was red (bearish) on the previous closed candle.
2. The heiken ashi candle turns blue (bullish) on the next closed candle.

On the low timeframe

1. A new heiken ashi candle closes blue (this is when the indicator will alert)

• For a sell

On the high timeframe...

1. The heiken ashi candle was blue (bullish) on the previous closed candle.
2. The heiken ashi candle turns red (bearish) on the next closed candle. 

On the low timeframe...

1. A new heiken ashi candle closes red (this is when the indicator will alert) 

It has to have input options for push notifications, etc...

I would prefer a dashboard showing all currency pairs and the last signal that was given on that pair along with when the signal occurred. Please see screenshots below for example of a buy and sell. Looking forward to all offers and finding the right person for this project. Thank you!

Example of a sell

Higher timeframe (H4), heiken ashi goes from bullish to bearish @ 16:00

Lower timeframe (M30) heiken ashi goes from bullish to bearish at 17:30 (Alert occurs once the candle closes)

Example of a buy

Higher timeframe (H4), heiken ashi goes from bearish to bullish @ 08:00

Lower timeframe (M30) heiken ashi goes from bearish to bullish at 09:00 (Alert occurs once the candle closes)
