Trading around an EMA - MQL4

Hi everyone! I'm new to the forum and I want to have a basic Expert Advisor made as my first attempt at automation. What I would like the EA to do is: 

Buy at a specified point below the EMA on my chart and sell at a specified level above the EMA on my chart. I would like to have the option of setting the EA to also do the reverse, enter a short position at a specified level above the EMA and cover at a specified level below the EMA. When the initial position is filled at that time I want the order to cover be entered.  I would also like a setting for long and short at the same time.

There are more details I want to add later but this is what I'd like to start with.  I'm not sure how long this will take or how complicated this is to create so if you can do it contact me and let me know an estimated time and cost you think is realistic.
