Risk Management / Position Size EA

EA should be in MT4 format and include the MQL4 Source file that I can modify and compile on my own

This EA will run based on the FREQUENCY variable (see below)

and I need the  EA  to perform the following two functions :

SET STOP LOSS
- Automatically set a stop loss for any open or pending orders that do not currently have a stop loss set.
Set the value to the  variable DEFAULT_STOPLOSS  (see below)

CLOSE SYMBOLS WITH EXCESSIVE COMBINED LOT SIZE

- Sum the current total number of lots for the current symbol including  both opening orders and pending orders
This will need to support fractions of a lot (.10) for micro and mini accounts.

If the SUM off all open and pending orders exceeds Floor((AccountEquity() / 100))   (Round DOWN to the nearest Int)
close ALL open AND pending orders for that symbol.

Example
This symbol would be closed under the following condition AccountEquity = $490
EURUSD
OPEN ORDERS total 3 LOTS
PENDING ORDERS total 1.2 LOTS
Because 4.2 > 4, all open and pending orders for the EURUSD would automatically be closed.

-- Send an email alert using the SendMail() function anytime an error occurs with error code/details.

-- Send an email alert using the Sendmail() function when orders(pending or open) are closed due to excessive position size including and   Symbol name and   number of orders (open and pending) that were closed

VARIABLES
Frequency INT  DEFAULT 5
( How often in minutes the EA executes  5 = every 5 minutes)

DEFAULT_STOPLOSS INT DEFAULT 30
(Stop loss value for any open or pending orders found without a stop loss set)
