EA based price acction and Parabolic SAR as Filter

I need a EA based just in time and price acction with some indicator as filter.
1-The EA have to respect always the last candle closed if last was bull candle the next trade have to be long if the last candle was bear it have to open a short trade.
2 - The order will be open in the begin of the candle and close in the end of the candle, if i am using 1H time frame the EA will open 24 trades in a day, if i am trading 1 M the Ea will open 1440 trades in a day, of corse this number is just for you understand what i need when i explain the EA have to open and close in every candle, but this number will be lower because the EA filter that will block some trades.  
3 - The Filter will be Parabolic Sar, if the points of parabolic SAR as below of prices it will filter all signals of go short and will accept just trades to go long, But this have to be set in other biggher time frame, if the EA are trading 1m to 30 minuts the Parabolic Sar have to be set in 1 H time frame, but if the EA are trading 1H or 4 H the Parabolic Sar have to be set to 1 Day. But this is just condition to allow or block trades in lower time frames. lets go back to example of 1 minute and lets assume the 1 Hour time frame the parabolic Sar have points bellow the prices so all trades in that hour will be acceped just longs and inside this time frame the EA have to respect the second filter that are described here bellow with movie everage.

4 - Movie everage second filter to use in the trade time frame, are two lines with different settings to draw up and low band.
movie everage up with this settings :
when prices are completly below the low band the short trades allowed, when prices are above of the up band the long trades are allowed, when prices are inside the up and low band all trades are blocked... use this condition
as second filter with parabolic Sar.

5 - This EA have to avoid the flat market so this reason have to have a extra filter based on time, i need adjust the LONDON and USA periods, the EA have to have available the London and Usa time with space to me
put manually the hour to start trade during some section, for example if I want this EA trades jusd after second hour of the London section and stop trade until 2 hours before the Usa section end also during the lunch time of the both time sections, will be important if the EA have some fields to block the EA trade certain period of hour or minuts to avoid it trade during news event, the losing trade will be high at this condition.
6 - money management set on or off.... if set on the EA will increase or decrease based on equity and the steps will be each 0.01 lote size, EX $100 will trade 0.01 if $200 trade 0.02, if $300 trade 0.03, if $1400 trade 0.14, etc
