Trend Follow and Alert EA

I would like help of someone to create a trend follow indicator or EA which fullfill the following rules:

The EA shall give a view on which pairs are trending at all period. 

1. When there is trend, give alert (to email and android phone as push notice) when CCI indicator crossed below/above level zero. 

2. The alert giving after the closed of candle.

3. The trend is define by 3 MAs

 4. And the EA should also alert of trend change/reverse when another two CCIs acrossed zero level and price closed above at least one of the MAs.
