Looking to automate my already existing manual strategy

I have a request for an EA that fully automates my current strategy as emotions get in the way, as they always do.

Here’s the description:

• I already have two indicators that each print an arrow (let’s call them big arrow and small arrow). I’ll provide these and will specify settings. These two arrows need to printed in a specific order (big one first, small one second; both in the same direction)
• Upon these two arrows being printed, ALL of the following conditions need to be checked and confirmed:

1. One of the 17 candles before the big arrow needs to be in an extreme value of its Williams %R indicator (values will be provided)

2. Two EMAs have not crossed for at least 33 candles

3. The candle with small arrow needs to have its Williams %R value below/above certain level (again, values will be provided later)

4. The candle with small arrow needs to close below one of the EMAs (specifics later)

•  If, and only if, ALL of these conditions are met, a FIBO needs to be drawn. It’ll have specific levels (one for entry, one for SL and one for TP) and a pending buy/sell order will be set up. IMPORTANT: the order needs to be triggered no later than 17 candless from the candle with the small arrow. Failing to do so results in the order to be cancelled. 

• This needs to work on a 5 minute chart with no more than five active orders opened at any given time and only be triggered between specific times of the day. 

• Pairs and instruments will be confirmed at appropriate time.

• 9% of account’s balance will be risked for any given trade.
• Orders can only be triggered between specific times (will be provided).
• I'd like to be able to select specific timeframes AND specific pairs/commodities.
