My EA to work on cTrader+MT4+MT5 and on tradingview

I would like to ask the following:
I work on a CTrader account (provided by a Broker) but on the Tradingview Platform.
I would like to place an order with you if you make the following configuration correctly and at a good price:

It is only about SL and TP.
They must work like this:
1. When launching any order, SL should be set at 60p pips and TP at 4000 pips distance.
2. Whenever the launched position moves up or down, the SL must be identical.

Example:
Start positions Long (Buy) -2000
Automatic SL is at 1940 and TP at 2400.
After each position the position moves to 2010 only SL moves to 1950...and so on until I close the position manually or the Application.

if you can help me, please write me how much it will cost + payment methods + how long it will take.

Attention: The EA you create must work and be compatible simultaneously on the platforms below: MT4+MT5+CTrader+Tradingview, and be able to work on both PC and Android (Samsung)!
Why ?
Because I want to work with CopyTrade as well!

And before I pay, I would like to do a trial or send me a license for a few days (or demo)!
