Code EA with straight forward logic and multiple entry/exit options. Possible FIX API capability but not necessarily essential. Ideally to be coded in MQL4 and C++ (C++ not essential initially)

I have a strategy that requires full automation into a MT4 EA.

1. It involves straight forward entry and exit logic using 3 well known indicators. 
2. Entry and exit execution options: at market or using pending orders - be able to select which one.
3. Risk settings: Risk a given % of capital based on:
1. Starting capital, or
2. Capital at start of each new year, or
3. Capital at start of each new month, or
4. Current capital
4. Open 2 trades at each entry signal. Both trades should together risk the % of capital mentioned in point 3.  
5. Stop loss based on ATR
6. Move stop loss when indicator reaches preset level or a multiple of ATR 
7. Early exit of one of the 2 trades based on ATR.
8. Time filter for entries
9. Compatible with trading forex, commodities and equity indices
10. Protection of source code if a 3rd party uses the EA
11. Ideally the EA should be able to execute trades using a broker's FIX API. However, I am willing to delay this if needed.
12. Ideally, coded in both MQL4 and C++, but C++ not essential.
13. Please specify in your request whether you can code in C++ and create the FIX API feature. It will not necessarily be counted against you if you cannot do this.
