An expert advisor based of indicator arrow buffer on chart

Good day. I would like to know if you are able to make an ea that will open trades when my arrow indicator buffer appears on the chart.The rules are as follows.When a  blue arrow appears the EA must take a buy and arrow a sell trade and stop loss should be a % of market price..I will set stop loss myself on ea settings..Take profit should also be in % of market price and I will set it myself on the ea settings..Trailing stop  should be 0.2% of market when in profit and trailing stops  continues adding after 0.10% movement of market price.So when the first trailing stop is placed at 0.2% of market price then if it moves again 0.10% it moves automatically to that price so the profit secured is now 0.30% and it continues till market reverses and the trailing stop is hit. I should be able to place trailing stop and the continuation trailing stop percentages in the ea setting.Thank you very much
