I need an EA based on closing price of the price bar only no Inidcators

I need an Expert Advisor that will place for me trades based on the closing price of a Bar as follows:

1) I need a time frame for what Bar the EA should trade off - for example the the bar closing at 04:15

2) The EA should then look out for the price to move 3 pips from the closing price either way, if UP a BUY market order should open open, if Down a Sell market order should open (since I want this EA to trade also on a US ruled account, I cannot have it just place two open orders a BUY and a Sell at the same time, therefore I need this EA to wait until the price touches 3 pips and only then place the market orders)

3) I need a Time (lets say a 01:15 from the time of the closing of the bar when the EA started to look for trades) for how long the EA should take trades upon touching 3 pips up or down, and after this time no more trades should be opened.

4) I want an option for a number of trades the EA to trade back and forth BUY and SELL every time the Price will go from the closing price 3 pips UP or Down, again and again until the time set by the above component.

5) Every trade should have an option for a:  Stop Loss, a Profit Target, a Break even option, and a Trailing Stop,  everything based on PIPS

the Break even should have the amount of pips in profit when the BE should Start, and if the BE should entry price +0 or +/- 1.

and the Trailing Stop should include a Trailing Start, a Trailing Stop, and a Trailing Step.

6) I need an option to enter a magic number for the SL, PT, BE and TS to refer too and not mix up with any other open order or trades on the account.

(As I plan to attach this ea to several charts, and different times and don't want the trades or orders to mix up each other SL, TP etc.)

7) of course whatever can be setup optionable and flexible the better.

8) I will need this EA to be fully finished by Friday Evening so I can check it out and test it on Strategy Tester on the weekend.
