Create an EA that trades off my indicator with lots of additional rules. [User interface] [Multi-instrument] [Professional design] [Low budget for lots of work]

Hello,

I am looking for a developer that can make an EA that uses my Multi divergence indicator for entry signals.
The indicator currently gives signals without any rules. These rules have to be added by the developer of this project.
The big amount of work is however in the strategies itself. More info below.

Rules that have to be added:

Multiple multi timeframe moving averages confirmations
Multi timeframe moving average distance confirmation
Minimum amount of divergence to start

Strategies:
-Stacking (Averaging): When entry rules are met an a signal appears from the indicator, the EA will open a trade. If multiple entries appear while trades are still open, the EA will also open these.
The stacked trades will look for specific exit strategies that are provided in my requirements document (Please ask in comments)
While looking for an exit strategy, the opened trades will scalp their position and re-enter the same entry price if the price retraces back to it.

-Scalping: With this strategy, the EA will not open multiple positions. It will just open 1 trade and that one trade will have a set SL and TP. (normal scalping)

Additional requirements:
Multi-instrument: The EA needs to be able to trade multiple pairs/metals/indices from one window. If possible, add this option to the user interface with a popup where all pairs/etc will be loaded in from the MT4 platform (Broker dependent)
An option should also be made to only trade the pair on this current window.

Interface: The user interface in the window. should have an overview of all opened trades on each pair., with an option to close in manually.

Lot calculation: Fixed, Auto, Risk %

TP types: Fixed pips, Trailing, Moving average, RSI, Risk/Return Ratio
SL types: High/Low, High/Low + ATR

Exit strategy types: Reversal signal, 7 specific moving average situations

It is a lot of work that has to be done. The budget on this project is $100-$150 and i can't go higher than that.
