Volume RSI from Pine-Script to MQL4

I want to use the "RSI ( 3, Vol:Volume)" Indikator from Tradingview in an Expert-Advisor coded in mql4.
The Sourcecode for the Tradingview-Indicator will be provided below.

Everything I want is a Function that returns the "Volume RSI" Value while having the Time-Period, Timeframe and Pair as an Input.
=> The RSI should always look for the closed-Prices to work with.

edit:
The Value should return the value from the last whole period. So it would be the value of the last closed candle (so the output only changes if the new candle is closed).

What I want to do with the Funktion:
I want to check if the Indicator broke through a level (like goes higher than 80) and stays there when candle closes - after that it comes back below that level (back to 79.99 or less) and closes in that zone.
So therefore it would be the best way to return the value of the last whole period since that value wont change anymore.

So it would behavie like I scrole back and look manualy for such a breakthrough. I added a picture of an breake-out I want to detect.


Should be like that:

I already tried it myself but I can't get it working.
There is an built-in RSI funktion but it only accepts prices but no volumes and I cant get the expected results from my own translations (the values dont match up). My attempted Code can also be provided.
