Quick Job: fix a 1H/4H EA that is executing on partial bars of the second timeframe

Good day!  I am looking for a programmer for a quick job.  I have a multi-TF EA (1H/4H) that is executing orders before the 4H bars are fully formed and closed.  It will actually execute potentially on every hour of the 4H bars and uses them in part.  Not sure why.
