Expert Adviser based on user defined prices

I am looking for someone to write an Expert Adviser for me based on the following scenario. As for the cost and what I am willing to pay is going to come down to what you think it is worth and how quickly it can be done.

My strategy has generated over 75,000 (yes seventy five thousand) pips in 3 weeks. Now the problem that I have is I cant sit in front of a screen 24/5 and trade so I would like to be able to have an EA do the following for me.

So I plot a horizontal level for a potential long and short each day on 25 charts. Depending what has occurred I may plot a second entry for long and short. Then the day goes about its business and when the price comes to my entry level I want the price to breech the level and close above it for a long and below for a short. However, it is not as simple as that. When the price breeches it cant close more than 5 pips from the level otherwise that instance is invalid. If the price closes above the entry level and less than 5 pips I want the EA to open either 1 trade or 2 trades. If it opens one trade at X number of pips I want it to close half the position, or if it opens 2 trades I want one trade to have X number of pips as TP and then let the trade run with a jump stop in place.

If the price breeches the level 3 times I want the EA to execute 3 trades that day, I want a user defined jump stop.

I have attached a screen shot of an example of what I am talking about. There needs to be a jump stop built in, there also needs to be Money Management feature built in. 

I know this is a larger than normal task but I need to start somewhere so looking for someone who is willing to start with the basics and modify as it develops.
