Create Simple Bar indicator

I'm seeking assistance in creating a simple and concise bar indicator to be positioned at the bottom of an MT4 chart. This indicator should represent the positions of five moving averages, akin to one of the bars featured in the attached image.

Additionally, I've provided the logic and partial code that should be incorporated into the indicator. The objective is to visually display buy signals at 60%, 80%, and 100%, as well as sell signals at 60%, 80%, and 100%, each represented by distinct colored bars at the bottom of the chart for every candle. 

In the input settings, I need to be able to alter the parameters for each of the moving averages. I also need to be able to modify the color coding for each of the buy/sell conditions.

The indicator will be used for working with charts and for optimization. Therefore, the algorithm should be fast and should not be time consuming. I will also need a well-commented source code upon completion of the indicator.
