Someone creating a Trading Robot for my London Daybreak Strategy

I am looking for someone that can build an EA on metatrader 4 platform that will trade the London breakout as described below.  The goal to catch the direction and movement of the London market opening.

1.  Create buy order 10 pips above the high of the 2am CST candle stick (based on a 1 hour time frame)

2.  Create a sell order 10 pips below the low of the closed 2am CST candle stick (based on a 1 hour time frame)

3.  Trade 25:1 leverage based on the account balance. (If this is not doable, trade 1 standard lot with the option to adjust as needed)

3.  Both orders should be placed and close the opposite trade when the other executes (if the buy order is executed, close the sell and if the sell is executed close the buy)

Take profits and stop loss should be able to be modified as needed but to start a 25 pip TP and 25 pip SL.

4.  Robot should run until TP or SL is hit and automatically close at 6pm CST regardless of a loss or gain

Exceptions:  If the 2am CST candle exceeds 30 pips or is less than 10 pips, do NOT create buy or sell order.
