Inside bar indicator

Hi

 I need someone's help to design an inside bar (IB) indicator. Following are the requirements:

1. Must be able to work on different timeframe and with brokers with 4 and 5 digit decimals.

2. Give alert sound whenever there is an IB and shows an arrow above it.

3.  One side of the IB value must be always equal or smaller than the previous bar high/low and the other side of the IB is allowed to have buffer (the buffer value can be changed).

So for example if an IB low value is smaller or equal to previous bar low but the IB high is 2 pips higher than the previous bar high, then the indicator still gives me an alert that an IB has showed up (if I set the buffer value to 2 pips).
