New EA from 2 custom indicators (Request for quotation)

My custom indicators are NRTR and value chart. I would like to have the following requirements for my new EA.

1)      I want entry/exit the market when value chart touches OB/OS level. Buy_Level at -4, Close_Buy_Level at 8, Sell_Level at 4 and Close_Sell_Level at -8, set these level as default. I need the OB/OS to be configurable at the input parameters.

2)      EA look at higher customizable time frame for trend confirmation. Option to turn to false.

3)      When HTF and current time frame of NRTR is blue line uptrend, EA can only buy base on requirement (1) OB/OS I have specify. Same analogy for red line downtrend. When HTF turn to false, EA will open position base on current time frame trend line only. Option to exit on opposite arrow for HTF and current time frame. ATR period and coefficient are configurable at the input parameters.

4)      Fixed lot entry/exit. Have the option to open multiple positions. Option to set maximum number of open position at input parameters. Set default as 1.

5)      Exit all position when market touches NRTR stop loss. Once touches stop loss, EA will stop opening new positions for X number of bars. X number of bars to be specify at input parameters. Option to turn to false.

6)      I can specific SL/TP base on pips. Alert which can change to true/false when position is closed or opened.

I have attached a screenshot. At the main chart is NRTR trend line and below is the value chart.

Please give me the source code upon job completion. Will send custom indicators once finalized. Thanks.
