Simple interface needed using SMA

I need a simple interface that look like this:

1)It is based on 60SMA. If the previous candle is above 60SMA, it will point up. Else it will point down.
2)There are 3 time frame: H4, H1 and M5.
3) H1+H4 will have a tick when H4 and H1 are pointing the same direction. Etc both up or both down.
4) All pairs will have a tick when all 3 pairs are pointing the same direction. Etc both up or both down.

5) functions: I should be able to key in the Pairs I want to view up to 52 pairs 

6) Alert notification:

a)Every hour, there should be a notification sent if H1+H4 box is newly ticked. 
b) Every 5min, there should be a notifcation sent if All pairs are newly ticked.

Notification format:
Time: Pair : Box has aligned!
Etc
9:00 GBP/USD H1+H4 has aligned!
10:35 EUR/JPY All Pairs has aligned!

There should be 2 columns to make full use of the screen spacing.
