EA/Utility required to manage other EAs

Requirement:

An EA/Utility on MT4 that can manage the trades from other EA's running on an account (up to 10 other EAs) - each EA has its own 'expert ID' (not magic number)

Rules:

1. If there are no open trades on the account - then accept trades from any expert ID (1) (it can be multiple trades from the same expert) - BATCH 1

2. If there is a new trade from another expert ID (2), only take a trade from that expert if:

a. The first BATCH 1 of trades are in positive profit in total (sum of all trades pnl)

THEN

b. Enter trade(s) from the new expert ID (2)

c. Then immediately place a virtual STOP LOSS at break-even + x $$$ for the BATCH 1 trade collectively (it must be a stop loss for all BATCH 1 trades together to keep it breakeven+x$$$)

Important: If there is an entry from a another expert ID (3,4,5 etc) - do the same process above where all previous BATCHES each must be positive in total profit. E.g. if expert ID (3) takes a trade, then expert ID (1) trades added together must be positive with a stoploss in place, and expert ID (2) trades added together must be positive 

3. Add an exclusion criteria to some expert ID where no rules are applied - and it can trade freely without interruption

Extra criteria: Add a dashboard - can discuss the specification of this if the coder can also develop this.
