ROBOT WITH SIMPLE LOGIC FOR TRADING

Hi, I am completely new to the MT4 trading system. I would like to have an expert to develop a trading robot and provide training to me such that I can execute the robot in my trading platform using IG.

The robot should be able to identify and execute trading with the following conditions.

Symbol:  User selectable for Forex or Index.

Base period for data: User selectable, say 1min., 2mins or 5 mins.

Lot Size: User Define

Signal: RSI(3) and RSI(13)

Open / Close Conditions: 

Sell: Open for RSI(3) > 70 and RSI(13) > RSI(3)

Close for RSI(13)<50 and RSI(3) > RSI(13)

Buy: Open for RSI(3) < 30 and RSI(3) > RSI(13)

Close for RSI(13)>50 and RSI(13) > RSI(3)

Special Conditions:
1. Buy/sell orders only execute with total accumulated positions less than a user defined value and min. time between opening a position is 3 (user adjustable) periods. 

2. Allow a timer such that no trades will be open after robot runs longer that XXX (User define) minutes whereas closing position shall be allowed.

3. Provide test results using historical data  

3. Source code shall be provided.

4. Provide basic training such that I can manage to run it under my IG trading platform.
