Creation of an automated trading robot and VPN

Good evening. i want an automated trading robot made that will make buy and sell entries without any physical interaction from myself. I would also like a VPN made to host the ea on a permenant server. the criteria are as follows. i would like this to be usable on any forex pair and any time frame. the last 2 requirements can be comprimised.

Buy Trades:

• above the 200 MA
• Signal line crossover on the MACD that happens below the 0 line. ie first green signal on the MACD
• on opening a trade a stop loss will need to placed at 1.5 x ATR below previous low
• when the price moves into profit and exceeds an equal value to the SL, a trailing stop will take over with the same value as the original stop. making the trade risk free. 
• the above is my prefered requirements however if not possible then a SL with the same paramenters as above and a TP equals to 1.5 x the SL value.

Sell Trades:

• Below the 200 MA

The Price will be negotiated and be a fixed amount and paid on completion of a suitable bot.

EDIT: I would also like to add the ability to automatically adjust the position size depending on my account balance, ie 1% to start with then move up to 3 % when i am happy it is a winning startegy. i would also like to be able to back test it.

i would also like a copy of the source code.

time for completion is 3 days.
