Expert Adviser development for my simple strategy

I want two EA's created for me (or one that can turn on/off buy and sell functions separately) that will trade on the Dow Jones 30 based on price movements of WTI crude oil.  One function will buy on the Dow Jones 30 when WTI crude climbs the specified amount in the specified time frame.  The other function will sell on the Dow Jones 30 when WTI crude drops the specified amount in the specified time frame.  I need to be able to activate the buying and selling functions independent of each other.  As a sentence I would state the buying function as follows with each x meaning a parameter that I can enter/adjust to the value I want:  If WTI crude goes up x amount within any x minute timeframe, then buy x amount of Dow Jones 30 with a stop loss of x distance and a take profit of x distance.  The sell function would be the same but opposite, as follows: If WTI crude goes down x amount within any x minute time frame, then sell x amount of Dow Jones 30 with a stop loss of x distance and a take profit of x distance.  Please let me know if you are able to build these functions into a single EA with the ability to turn on/off the buy function or sell function independent of the other, or if you will need to build two seperate EA's.  In the end, as long as I can run both functions together and also can choose to run only the buy or sell by it self, it doesn't matter to me if it is one multifunctional EA or two seperate EA's.
