Purpose of 'Private Signals'?

What is the purpose of private trading signals please? I'm start at the beginning of learning / understanding the signals process and it's clear what use the public signals have but Private? thats another mater, I see no uses so far. At first I thought they would operate like public but you had

New 4hr Candle out of sync with Trading View?

HI, can anyone help me understand why my new 4hour candles are 1 hour out of sync with Trading view?? I'm london based and I'm UTC+1 as correctly registered on Trading View , not so on MT5 but should make a difference, and I can't find any setting to adjust it
