indicator work only when change time frame

I have some few custom indicators that are not activated when you start MT4 but they need me to change the time frame to see them turn. it is possible to correct

Can not open ex4 file

Usually if I start mt4 indic.mq4 and it automatically compiles a indic.ex4. Now instead it happens that I do not compile and gives me a "Can not open file " in the log. Is this normal

Short filename problem

When i compile a indicator MetaEditor change the long filename in short filename. f.e.: "aaaaccccc bbbb.mq4" in "aaaacc~1.mq4" do it is possible to avoid
