Developing trading applications in MQL5 and MQL4

I need to add an entry parameter to my BINARY EA. I need it to only enter the trade close to pivot point. So if on 1 hour candle first, second and third candle are green and below moving average enter trade (existing EA version 1.4). Now the condition needs will be to enter on pivot point for short or long. Problem is Pivot point my be reached for example 30 min after candle open then the binary option will be for

Already existing EAs does not have time control parameter,needs script to regulate start hour. The scripts needs to contain changeable parameter for starting hour.For example start hour 20:00 brokertime for some EAs. The parameter needs to be changed for 18:30 for some EAs
