" specific period converter"

I need a program to create 15 time frames of 15 minutes such as

1) start from 20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from  0.20 to 15.20 and so on

2) start from 1 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 1.20 to 16.20 and so on

3)start from 2 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from  2.20 to 17.20 and so on

4)start from 3 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 3.20 to 18.20 and so on

5)start from 4 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 4.20 to 19.20 and so on

6)start from 5 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 5.20 to 20.20 and so on

7)start from 6 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 6.20 to 21.20 and so on

8)start from 7 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 7.20 to 22.20 and so on

9)start from 8 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 8.20 to 23.20 and so on

10)start from 9 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 9.20 to 24.20 and so on

11)start from 10 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 10.20 to 25.20 and so on

12)start from 11 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 11.20 to 26.20 and so on

13)start from 12 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 12.20 to 27.20 and so on

14)start from 13 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 13.20 to 28.20 and so on

15)start from 14 min.20 sec ( not from zero sec.) 15 minutes period ie 1st candle is from 14.20 to 29.20 and so on

these are 15 time  frames
