Creating custom chart to display on my website

Hi, 
I am looking for a chart platform that I can place on my website.
The viewers would be able to scroll back and change time frames, but only admin will have the option to draw objects on the charts which all the viewers will see  but won't be able to erase them.

Is it possible?
