Copy EA with MT 4 platforms with distant clients

For testing a new EA , we require an expert advisor that allows copy of positions from the MT 4 platforms to multiple MT 4 or MT 5 platforms that are distant , on the web . 

The EA will have to copy the execution of orders and respect the difference of price with the selected brokers :

- Open Price

- TP 

- SL 

- Currencies

 - Directions : B or S 

                       

It will have to respect a timeframe for execution of the orders for every sent positions.   

We will check the propositions , and evaluate the Eas , and send additional instructions with the settings of the Eas for sending positions .

EA not opening sell orders in strategy tester 30+ USD
I have a custom EA that works fine in the live market trading, but when doing a back test in the strategy tester , it does not open sell orders. There are no errors or warnings; it just doesn't open sell orders. I've checked every possible reason that might be the reason why it does not open sell orders, but I can't find anything, especially since it works fine in the real market and it opens both buys and sells
