Development Arbitrage EA with Datafeed from LMAX

I want the development of an arbitrage EA with feed from LMAX as fast broker. The should have the following parameters.
DESCRIPTION OF ARBITRAGE EA PARAMETERS
The creation of the arbitrage ea should have the following functions
1.    Addition of LMAX Quotes as datafeed for trading on mt4
2.    EA should open trades based  on the gap between the fast broker (LMAX) and trade on slow(MT4 broker)
3.    The gap must be calculated using the spread and in the case of ECN accounts ( Spread +Commission)
4.    EA should have virtual TP and SL.  Virtual Stops are the ones that brokers should see and the actual stops should be hidden from the broker
5.    Show bid and ask price of Fast broker (LMAX)
6.    Manual Instrument Name: This is applicable if the Fast Broker has different names for the currency pairs. So the quotes from the fast broker can match with the MT4
7.    Reverse Orders function: Reverse orders if a signal receives for buy then the ea sells and the vice versa
8.    Reverse Delay time: The time to delay for reverse orders to take place in milliseconds
9.    Acceptable Slippage: in case of slippages, the acceptable in pips for orders to be opened.
10.    Trailing stops with opening orders
11.    Showing  Gaps at any time on the chart
12.    Stop trading if balance goes below a certain balance as may be specified. The EA stops trading if the balance goes below the specified amount
13.    Maximum  Lot:  When specified should be the highest lot that can be traded
14.    Minimum Lot: When specified should be the lowest Lot that can be traded
15.    Current Lot:  the lot that is applicable presently
16.    Risk management: when specified calculates in percentage in relation to the balance that must be used in a trade.
17.    Lock Profit; opposite order to lock profit
18.    Time for locking profit: Time to hold opened positions for locking profits in minutes.

19.    Breakeven function: when enabled should protect the account for open trades to make $ 0.0 profit

be attention I need only the EA ,i have the LMAX Data Feed Connector and ipcbus.dll
