Program to offset the broker's time

Hi,

I need a program that can intercept and manually offset the broker's time by an uneven number of minutes. For example, if the broker timezone is GMT+1 and the manual offset is 45 minutes, then it would be GMT+1.75.

After the manual offset is applied, all the charts would need to redraw the candles according to the manual offset. For example, a GMT+1.75 would draw the 1 hour candles on the 45 minute mark not at the top of the hour.

This program needs to intercept a 3rd party indicator's attempt to query the correct broker time. For example, with a GMT+1.75, any 3rd party indicator would assume the broker's time is GMT+1.75.
