I need a new robot that can place a buy stop and sell stop order at any chosen date and time

If for instance there's news buy 3:00pm tomorrow, and I set the robot to place a buy stop and a sell stop and set the time of execution as "tomorrow (I will specify the date) and time as 2:59:58", the robot will wait till tomorrow by 2:59:58, it will determine the price of that asset that time, let call it Y, then it will place a buy stop order at Y+10 pips and a sell stop order at Y-10 pips before the news is released. For instance if the asset is USDJPY and the robot checks the price at 2:59:58 and gets the value as 140.523 =Y, then the robot will immediately place a buy stop order at 140.623 (i.e, Y+10 pips) and sell stop order at 140.423 (i.e Y-10 pips) 

Hint: This robot will be such that once I place it on mt4 or mt5 chart in any asset pair, it should be able to read and know the price of any pair every second. Now, because the robot can tell the price of the currency pair at any given time (seconds), then i will be able to set the robot to place a buy/sell stop order few pips above or below the price at any given time for example, by 1:59:58, the robot can tell the price of the asset. If for instance there's news by 2:00pm today, I will set my robot to place a buy stop and sell stop order and I will set my time of the order execution to say by 1:59:58

Now exactly by 1:59:58 pm today, the robot will read the price of that asset at that time let's call it Y, then it will place a buy stop order at Y+Z pips and sell stop order at Y-Z pips. Where Z is number of pips ranging from 1 to infinity

I can also decide to change the value of the time of execution to say, 2:59:57 or 2:59:55, therefore, time of execution should be variable and the number of pips away from Y (i.e, Z) should also be a variable in the parameters the robot will have

The robot should be able to have some parameters such as 

(1) buy/sell stop

(2) Select date and time (seconds should be included in the time not only hours and minutes example, 1:00:00pm and not 1:00pm. The secondos very importantin news trading)

(3) Pips away from detected price. This is where I should be able to change the value of Z pips I described in Y+Z pips and Y-Z pips. Where Z is number of pips away from the detected market price

(4) spread filter. I should be able to select maximum spread such that if the price at that time is on or above the maximum spread, the robot should not place the order

(5) take profit and stop loss (in pips and in money). You can be able to set your take profit in terms of pips, say, 20 pips or in terms of money say, $1000. If i select take profit option, i will have another option to choose whether in terms of pips or in money
