i tried to  withdrew from my account while  i use  hotspot shield  software  so it mask my ip  and make it from another country 

 so my  account was banned

i want help to reactivate  it please

You might have better luck contacting Service Desk through your profile page.

Edit: for those who do not know how, go to your MQL5.com profile page, and on the left hand side, there is a column of choices, and (on mine) about half way down the screen is the service desk option.

my account also hitherto unknown in the passed, how do the rules on the biggest site, if difficult to perform validation and others. I also don't see the actual management servise in contact complaints etc.
