Is it possible to build this type of EA?

Hello mainly looking for freelances and developers on mql5.

I want an EA that has been working since 1997 obv losing months can happen but not tooooooo many I want every year to be profitable.

I also dont want martingale or grid to be used

I can handle a drawdown of 65%

The backtests to be very accurate to real conditions from 1997

can a good EA be made with these requirements? I was going to post on the freelance but I dont want to ask something that isn't relevant and deposit a lot of funds when it can't be done so developers and freelancers please let me know if its possible!

I'm not trying to say anything, I just have 2 questions:

If some programmer can program such an advisor, does he need your freelance order?

Would a person with such an advisor want to look at freelance orders?
