Something is definitely wrong with TimeLocal() - page 3

It appears that my last problem has something to do with StrToTime and TimeToStr.
 
I cannot reproduce. Seconds are shown properly
 
As I said, it is rare. You might need to test it at different times.

Check my attached codes if you can find any bug in there; if you cant find any bug then the bug is within MT4 itself.

Tha video I sent attest to the existence of the bug.
