I am unable to offer an official stance as I am merely a user just like you, but yes, there has been unannounced maintenance work underway over the last few days.
False alarm.
I was using a MT5 distribution from a different vendor which should be working but for some unknown reason it had stopped, probably after updates to MQL5.
The standard distribution works though.

MQL5 Storage is often becoming unresponsive
This has been linked to background maintenance in the past and it has been characterized as acceptable.
However, this time it has taken significantly longer than usual, more than a day.
I am afraid that without this service I cannot share custom Experts and Indicators with my trusted partners.
Is there maintenance work going on at the moment?
